What they are
Individually wrapped wafer bites by Akkond, the Cheboksary confectionery founded in 1968. Inside each ~31 g piece: thin crisp wafer layers sandwiched with a soft cream filling, topped with chewy milky caramel, crushed peanuts and puffed rice for a snappy, hazelnut-cluster sort of crunch.
This is the unglazed version — no chocolate enrobing — so the wafer texture and the caramel-peanut top stay centre stage. «Отломи» literally means "break a piece off": the name is an invitation to share.
How to enjoy

Wheat flour, peanuts, sugar, glucose syrup, whole sweetened condensed milk (whole milk, skimmed milk, sucrose, lactose), confectionery fat (refined deodorised vegetable oil; antioxidant: α-tocopherol), dry milk whey, coconut oil, cocoa-butter equivalent (palm + shea), moisture-retaining agents (sorbitol syrup, glycerol); puffed rice (rice grits, wheat flour, sugar, barley malt extract [barley malt, water, rye malt], salt); glucose, rye seed flour, emulsifiers (soy lecithin, mono- and diglycerides of fatty acids); caramelised sugar (glucose, sucrose, maltodextrin), butter, corn starch, raising agents (sodium bicarbonate, ammonium bicarbonate); flavours: concentrated milk, cream, vanillin; antioxidant: ascorbic acid.
